GENERAL
The Designer is an independent and fully confidential software company specialising in providing quality, affordable MS Access/SQL solutions to small businesses. He is a Microsoft Access developer and a trained ISO 9001 auditor. Over the last 3 years, in association with a major LP Company in Peterborough, we have been developing an integrated, small but extremely effective and economical software package we call LabMIS (Labour Providers' Management Information System) to allow a handful of non-Access trained Operations and Support staff to manage and report on the complex daily distribution (‘bussing’) of a large workforce together with providing assistance with the administration (Pay, charges, holiday) associated with the day to day management of employees. We have set up a company: Labmis(UK) Ltd to manage the initial sale of LabMIS.
As you are only too well aware, in July 2004 the 'Gangmasters' (Licensing) Act became law. The legislation was a Private Member's Bill, introduced by Jim Sheridan MP, but had the support of the Government and the other political parties. The law will probably not come fully into effect until mid-2006 by which time you will need to be Licensed and to do that you will have to pass a very rigorous and searching Official Audit that most LP businesses will find difficult - though not impossible - to pass without critical observations in keys areas where LabMIS might help, without some sort of computerised management system to record all details and be able to recall them instantaneously for the Auditors. Additionally, LabMIS provides a wealth of reports to assist with the day to day management of your labour force.
Our LabMIS package is being used by two ALP Members – who passed the TLWG Audit in March 2005. The system has been up and running successfully since the autumn of 2004; so, the proof of its practical effectiveness and worth is real and not theoretical. At the time of the TLWG audit, the company was able to draw on LabMIS data to show how it was complying with certain vital aspects of the code of practice. Having LabMIS in place would definitely be advantageous to enable you to demonstrate the ‘good practice and compliance’ the auditors would obviously need proof of, together with the other Code requisites, to pass the TLWG Audit..
