GENERAL

The Designer is an independent and fully confidential software company specialising in providing quality, affordable MS Access/SQL solutions to small businesses. He is a Microsoft Access developer and a trained ISO 9001 auditor. Over the last 3 years, in association with a major LP Company in Peterborough, we have been developing an integrated, small but extremely effective and economical software package we call LabMIS (Labour Providers' Management Information System) to allow a handful of non-Access trained Operations and Support staff to manage and report on the complex daily distribution (‘bussing’) of a large workforce together with providing assistance with the administration (Pay, charges, holiday) associated with the day to day management of employees.  We have set up a company: Labmis(UK) Ltd to manage the initial sale of LabMIS.

As you are only too well aware, in July 2004 the 'Gangmasters' (Licensing) Act became law. The legislation was a Private Member's Bill, introduced by Jim Sheridan MP, but had the support of the Government and the other political parties. The law will probably not come fully into effect until mid-2006 by which time you will need to be Licensed and to do that you will have to pass a very rigorous and searching Official Audit that most LP businesses will find difficult - though not impossible - to pass without critical observations in keys areas where LabMIS might help,  without some sort of computerised management system to record all details and be able to recall them instantaneously for the Auditors.   Additionally, LabMIS provides a wealth of reports to assist with the day to day management of your labour force.

Our LabMIS package is being used by two ALP Members – who passed the TLWG Audit in March 2005. The system has been up and running successfully since the autumn of 2004; so, the proof of its practical effectiveness and worth is real and not theoretical. At the time of the TLWG audit, the company was able to draw on LabMIS data to show how it was complying with certain vital aspects of the code of practice. Having LabMIS in place would definitely be advantageous to enable you to demonstrate the ‘good practice and compliance’ the auditors would obviously need proof of, together with the other Code requisites, to pass the TLWG Audit..

The Standard Package:

allows the user to record all Employees’ details (including NI Numbers) and allocate the Employees daily to their work Bus, Company and shift. Bus Sheets are easily created, stored and recalled for Audit purposes. Additional extensive Employee reports and NI Request, WRS and Bank letters are available together with an ID Card Printing facility. ACU 2 Forms can be created – the only manual input required from the user being the hours worked per Employee for that week (automatically inserted in the Pro version)

Recent enhancements include: WRS Number Stage/Status and Date Tracking + Reporting; Contract Termination recording against individual employees with an interlock to stop them being accidentally selected to bus to a compamy they have been dismissed from; Recording Holiday dates so employees cannot be selected for bussing whilst on Holiday and a report to show who is on holiday on a given date.

The Pro Package:

has powerful additional functionality to allow the user to enter employee hours worked and the Pay And Charges associated with the work for each company and each sift of each Company. This data is then compiled and automatically fed into an ACU 2 Forms at the click of a button. There are many Reports available in CAPRI that breakdown ‘every which way’ the Pay and Charges for any given Pay Week, Company or Employee.

contains several analytical Reports – referred to as Executive Reports - that will summarise the Pay and Charges between any given Pay Weeks, up to a complete year. Holiday entitlement Reports and calculations are also available.

Because the Pro packages records hours worked and the associated Charges and Pay – the weekly Payroll information is held ready to be accessed by Payroll application such as Sage and Quickbooks. The LabMIS Full Package includes an optional payroll ‘compile and export’ function, the resultant file of which, once coded and setup, can be uploaded by SAGE. Quickbooks interfacing is in course of development.

Recent enhancements include: calculating overtime based on weekly individual company thresholds (rather than just the current daily thresholds).

LabMIS and Auditing

The Standard Package allows fast data retrieval for Employees details - Nationality, Date of Birth, National Insurance Number, Induction Training and when it was completed, plus the ability to quickly acquire a list of Employees still to complete Local as well as Company Induction Training. New Employees require various administrative processes to be completed – many of which are achieved at the click of a button, e.g. Letters to Banks, National Insurance Agencies and The WRS Registration Team to name a few. Recent enhancements include ability to recall scanned passports, CVs and keep track of WRS requirements and applicaiton prgress; Contract Termination details per Employee and mecanisms to prevent him/her being bussed to these Companies.

The Pro Package has additional Reporting available that quickly shows the hours worked by an Employee, for which Company, the amount of Pay received, the amount of Holiday Entitlement gained. Attendance listings are easily accessed, either as a complete Listing for all Employees or on an individual Employee basis.

All Data is archived and retained thus enabling any data to be quickly and accurately retrieved for any given Employee for any given date or period.
